Are there two Councils of Kangs?

Loki season 2 is almost here. While waiting for its arrival on Disney Plus on October 5, fans are buzzing with theories and speculations about the series’ significance for the overall story of the Marvel Cinematic Universe.

With all this multiversal and time travels in the MCU, it’s no wonder some fans are feeling confused. One can even think that Marvel themselves don’t have strict rules on how everything works. But thanks to dedicated fans and their theories, we are getting at least some possible explanations.

One fascinating fan theory was shared on Reddit. One Reddit user, LUKEgz97, shared their theory that suggests that He Who Remains (Kang’s variant from Loki season 1) might have created the Council of Cross-Time Kangs to contrast the Multiversal one we’ve seen in the post-credit scene of Quantamania.

The Council of Kangs we’ve seen was led by Kang’s variants Immortus, Rama-Tut, and Centurion. This council is made up of various versions of Kang from other universes.

The theory speculates that He Who Remains, after isolating the Sacred Timeline and erasing everyone's memory at the TVA, might have built and led the Time Variance Authority alongside other versions of himself from the Branches of Earth-616 Timeline.

This could explain why he feared the emergence of new branches and different versions of himself.

The theory also suggests that this might be the reason why Loki and Co. are going to meet Victor Timely, another Kang variant, in season 2. It suggests that the Cross-Time Council might be a subgroup within the Council of Kangs, each led by a Main Kang like Immortus or Rama-Tut, to manage their own universes.

One user appreciated the theory and added insights about the possible difference between Dimensional Variants and Temporal Variants. Another user humorously commented on the complexity of the theory, stating that casual fans might find it hard to follow.

Well, let’s hope Loki season 2 will explore further the difference between different timelines and different universes so fans won’t have to go all out to make their own theories.
