The scene in question shows Ellie singing and playing the 80s hit Take on Me with Dina by her side. It's really one of those beautifully acted and meaningful scenes. After all, Joel was the one who taught Ellie how to play the guitar.
If you don't remember this scene in the game, this is because it's not part of the main quest in The Last of Us Part II. It's optional and highly overlooked.

Isabela Merced Explained the Importance of Take On Me Scene
During her recent talk with GQ, Merced perfectly described the importance of the scene:
“And that's why it's so emotional. It's a moment of beautiful grief, happy grief, that is so delicate and fragile, and expressed so beautifully through music, and music is such a big component of the game. That song will never be the same. I will never hear it and not think of [Dina and Ellie].”
