What year is NCIS: Origins set in? Early enough that the agency isn't even called NCIS yet
The title of this show is technically an anachronism. In the year it opens, no such organization exists.
NCIS: Origins is set in 1991. Austin Stowell plays a newly badged Leroy Jethro Gibbs assigned to the Camp Pendleton field office of the Naval Investigative Service — NIS, not NCIS — working under Mike Franks (Kyle Schmid), with Mark Harmon narrating as the older Gibbs. It premiered on CBS on October 14, 2024, from creators Gina Lucita Monreal and David J. North, with Mark and Sean Harmon executive producing.
The name is the whole point of the date
The agency in the show is a real one, and it was in the middle of being dismantled and rebuilt while the series is set. The sequence runs like this:
- 1882 — the Office of Naval Intelligence is established by Navy Department General Order 292.
- 1966 — ONI spins off the Naval Investigative Service.
- 1985–1988 — it operates as the Naval Security and Investigative Command.
- 1988–1992 — it operates as the Naval Investigative Service Command.
- January 1, 1993 — it becomes the Naval Criminal Investigative Service, with Roy D. Nedrow, a former Secret Service executive, as its first civilian director.
So Gibbs spends season 1 roughly eighteen months out from the letter C being added to his employer's name.
What 1991 was actually like inside that building
The reorganization wasn't cosmetic. It came out of the Tailhook scandal — the September 1991 Las Vegas convention at which dozens of women were assaulted — and the investigation that followed. The Pentagon's inspector general concluded there was a top-down culture at NIS showing a lack of cooperation with other authorities.
"The Navy's whole investigative technique should be under serious question," Senator Sam Nunn said, directing the restructuring that produced NCIS.
That's the institution the show's ragtag Pendleton team belongs to, roughly a year before the axe falls on it. The series doesn't lead with this, but it's the reason the period setting is doing work rather than just supplying denim and payphones.
How the show handles the period
Production built a 1990s Camp Pendleton at Fort MacArthur in San Pedro rather than shooting on base, and the design work leans on the practical constraints of 1991 investigation: no cell phones worth carrying, no DNA database, records that exist on paper in a room.
Mark Harmon plays Gibbs in voiceover only. Austin Stowell plays him on screen. The two performances are describing the same year from about thirty years apart.
Where the timeline stands now
Season 2 premiered October 14, 2025, again with 18 episodes. Season 3 premieres October 6, 2026, cut to 10 episodes, with Monreal departing and North continuing as sole showrunner. The show has moved forward inside its own calendar but has not yet crossed the January 1993 line.
For the record: NCIS itself premiered in September 2003, and Mike Franks, the man running the office in this prequel, was introduced on that show in 2005 as Gibbs's retired former boss. Origins is filling in a decade the parent series only ever described in one direction.
