The action jumps forward six years. Arms dealer Richard Roper has been executed, and Jonathan Pine now works for the Night Owls unit, performing routine surveillance.

However, his quiet life turns out to be an illusion. Pine encounters an old acquaintance, Roper's former henchman, in an underground casino. At the same time, Pine's boss mysteriously commits suicide, but Jonathan recognizes it as a murder.

These events lead Pine to a new, even more dangerous figure: arms dealer Teddy Dos Santos. It turns out that he is Roper's illegitimate son and is eager to continue his father's work.
